A Study on Initiation and Development of Housing Consulting Centers in Germany: Focused on the Subsidiarity Principle

Abstract
It has been tried domestically and internationally to realize aging in place with various policies. This study highlights the development of housing consulting centers in the state of North Rhine-Westphalia, Germany, which provide case management for on-site support of Aging in Place. Although housing consulting has not yet been institutionalized nationwide in Germany, North Rhine-Westphalia has built its excellent infrastructure alongside with the nation¡¯s longest history. The purpose of this study is to elucidate the background of initiation and development of the housing consulting system in this state. In this regard, this study deals with implementation process of the subsidiarity principle in the development of a new social service delivery system as core operating fundamentals of German society. For this purpose, expert interviews were conducted with housing consultants and municipal officials. The interviews were analyzed using Kuckartz¡¯s qualitative content analysis method. As a result, the development mechanism of housing consulting center could be summarized as 'financial support¡¯ of the state and long-term care insurance fund, the role of welfare association, and the political activities of the association of housing consultant. Based on this, implications for Korean society are presented together with consideration points of using the study results.
